Laptop doesn't recognise external CD-ROM drive

I have a ThinkPad 760ED laptop. I have attached an external CD-ROM drive through the PCMCIA port.
When I boot up, the drive spins, the light flashes and the power light comes on and all seems to be well. But the CD drive doesn't appear in Windows Explorer or My Computer. If I close down and reboot it sometimes appears but usually I have to do this three times . Any suggestions why? ( I'm using Windows 95)
