Language Problems in XP SP2

Hello all,

My problem is that the language bar is not functioning properly. I cannot get it to start. Here is a link to a screenshot of it. Whenever I try to enable it, I've unchecked and checked the box countless times, and as soon as I press either OK or Cancel, it returns to the previous values next time I open up the box again. Also, when checking the box for installing files for East Asian languages, it neither copies files over, or removes files after pressing OK or Apply. It does it for the right-to-left languages, but not the east asian languages. Any help is greatly appreciated.
