Control Panel, Regional and Language, select English (United Kingdom).

If you go into your control panel and have a look at the regional settings, they should be set to English(United Kingdom). Other regional settings normally cause such anomalies.

Also, Control Panel, Keyboard, Language. If it says English (United States) click on Add and scroll down to English (British). Follow the prompts. You will need your Windows CD. Once that has been done go back in to Control Panel, Keyboard, Language and remove English (United States)
