keyboard problem

My neighbors have bought a "Packard bell" computer.The keyboard was described to them as American style i.e it does not have the @ key so they have to press shift and 2 to get the @ symbol.I have given them a spare keyboard that has the @ symbol but still it wont work.So it appears not to be the keyboard.Anyone know how we can get round this.
This is their first computer and I would like to help them if possible.

Open control panel

select "tregional and languages options"

Now change all instances of US to UK on all 3 tabs/buttons.

While in Control Panel open Keyboard as well and add English - United Kngdom

psifox.... I can only see two tabs in regional and language options.where is the third.

In Regional and Language Options the three tabs are Regional Options/Languages/Advanced.
