Open it in a image editing program and resave as Jpeg. If you do not have a suitable program download this simple to use freeware.

Use Pesala's link to get Irfanview. Use Irfanview to scan the picture in. You have scanned the picture in as a Publisher file. Start again with Irfanview and scan in as a Jpeg.

If the picture is saved as just a blank publisher document, with a picture object on the page (as opposed to the picture actually being the entire document (I use publisher but have never scanned anything with it)), think that makes sense. Then just cut/copy the picture from the publisher do a graphics program, or if worst comes to worst use paint! Copy it there and you can save as JPEG. hope this is some help if you havent already re-scanned
