Internet options folder and internet explorer

I can not access web via my ie desktop icon or when try to check settings in the internet options folder in control panel it just gives a flash but will not open. I am using safari to send this email but this does not allow me to change any of my connection settings ie web home page etc. I have gone through system restore and al kinds but no joy. Any ideas?

You do not say what operating system you are using.
If it is XP and you have a XP disk (not a recovery disk), do a XP repair, there is a good guide here.

Sorry I am using XP Pro but do not have a disk as the lap top came pre installed. Any other options?

Can you access IE from the start menu, if so delete the desktop icon then click start, left click the IE entry and hold, then drag to desktop to create a new icon.

Possibly a glitch in the registry - try running click here in its default form, when finished re-start your computer.
