Internet Explorer Security Tab

In short, it doesn't appear.
I'm trying to change the security settings. The advice on the Microsoft site tells me to go to Tools, then Internet Options and then click the Security Settings tab but the only tabs that appear here are General, Content, Connections and Programs. Any ideas what I can do?
If it's relevant, I'm also unable to access the Micosoft HTML and NNTP newsgroups. I just get 'file not found' and 'page you are looking for does not exist' respectively. Not sure if that gives any clues to the problem.
