internet cookie problem

hi i am having problems with my cookies on the internet explorer 6. my operating system is windows xp pro. i have a net passport which i want to sign in to, on most of the places that have the .net sign in logo i can sign in fine but on some of them it says

"Your Web browser options are currently set to disable cookies. To use .NET Passport, you must enable cookies.

.NET Passport stores cookies (small text files) on your computer that let you sign in to .NET Passport participating sites. For information about how to enable cookies, see the online help for your Web browser. "

any ideas how i can fix this i have been into internet options and had the security on all levels and it still says the same thing each time
