Internet connection but no access to web

Hi good people

I am trying to resolve a problem on a friends PC.
I can get a broadband connection via my ISP using my old router but cannnot connect to the web through either Firefox or IE7 nor collect updates for AV progs etc though I can ping IP addresses via the cmd prompt. I suspect a virus and I have been able to remove seven threats with Ad-Aware and Spybot S&D (All he has and neither updated for ages.) Without web access I can't update these nor install additional tools so I'm looking at a reinstall ( Windows XP Home Edition SP2) I was wondering however if there may be other more mundane reasons why this problem should arise.
Not much to go on I know but any advice would be most welcome

IP connectivity but no domain name resolution suggests a DNS issue. Make and model of router? Change the DNS settings to point to OpenDNS ( click here )and try an IP ping, then ping using a domain name.

ie ping 216.239.59.104

then

ping google.co.uk
