InstallShield Engine & iKernel.exe

I have been attemting to load some proprietary software programs and some of them come up with "The InstallShield Engine (iKernel.exe) could not be installed. (0x23)" as an error message when the InstallShield Wizard starts up. The software providers have pointed me to Microsoft's website for an update, but that tells me that InstallShield is not a Microsoft product.
Am I missing a patch from somewhere, or has something inadvertently been deleted from somewhere on my system?

Are you logged in as Administrator when trying to install the software?

No, the PC is not a part of a network, it is a stand alone.

I had assumed XP, hence my question.

try coping the cd to the hard drive and install from there may work.just did a search and came up with VoG™`s suggestion and this.
