Insert/Overwrite problem with Dell Optimex

I'm assuming that my problem is hardware based, but I may be wrong.

Dell Optimex 320 with M/S Wireless MultiMedia Keyboard 1.1 & M/S Standard Wireless Optical Mouse
BIOS 1.0.9 (09/21/06)
INTEL Pentium 2.80 GHz
1GB RAM
Office 2003
Probelm applies equally to Word & Outlook
When PC is switched on, it will either default to OVR on or off but then this cannot be changed by pressing the Insert button. So typically, the user has to stick in overwrite or insert made depending on how the PC boots up.

Any ideas why the Insert key does not work (keyboard is otherwise functioning correctly) and also why the default is varying between boot-ups?

NB PC switched off at night and switched on next morning still results in random default.

When in Word you can also toggle between Insert and Overtype by double-clicking on OVR in the status bar at the bottom. If you can change it by this method but not with the Insert key then I would think that would indicate a hardware/keyboard problem.
