Insert text and arrows into digital pics-how?

Hi all,
I am undertaking a project where I have to take several dital pictures of properties and I want to be able to insert (superimpose) direction arrows and text onto the pics. I then want to paste them onto a word document before printing off. I did once do this on Windows XP some years ago. How can I do this with Vista?

It will be essentially the same for Vista.

You need a photo editor progran such as Corel's Paintshop Pro or Gimp or Serif's Photo Plus
Here you will be able to draw lines /arrows/add text etc.
