Insert a CD and the blue screen of death

Recently, when i insert a CD into my girlfriends laptop (a dell one, with windows millenium) i get the blue screen (regardless of whether it is a data, music or recorded CD) saying:

"An exception OE has occurred at 0028:C183A72B in VxD scsi1hlp(03)+0000058B. This was called from 0028:C183A6B0 in VxD scsi1hlp(03)+00000510. It may be possible to restart....."

then u have the option of preasing any key to continue or pressing crtl+alt+del. Neither option helps, and i always have to switch off the computer and turn it on again.
The cd drive is a dvd player also (if that helps!). this happens every time any CD is put into the drive.

Anyone know what the hell it is!!!!!!

Herc, just read this "Timothy 1. Restart your computer, press and hold down the CTRL key while Windows is starting, and then choose Safe Mode from the Startup menu."

Where he says hold down CTRL key, it is usually the F8 key in the UK to access the safe mode, the above answer may be refering to a US keyboard layout.
