Inoperative desktop website icons

My PC with XP home has developed a strange problem. I can boot up ok and desktop icons for installed software icons work perfectly. I can go online via desktop ISP icon but as soon as I click on icons to try and open websites or webpages ALL icons apart from Outlook Express (which works perfectly) become totally inoperative. At this point it is possible to open installed software through Start button/Programs but they take a long time to close. At this stage Ctrl-Alt-Del does not show the applications as being open. Another strange thing is that the 'Internet' button on the keyboard seems to sometimes seems to open Internet Explorer and enables me to access websites but it seems to be on a random basis. Has anyone any ideas what might have happened here and, more importantly, how I can deal with it? Any help or suggestions very gratefully received.
