Inactive win Xp pro desktop - poss boot problem

Odd one here - asked to look at a friends Xp pro Pc as they couldnt boot to an active desktop. Power up and get to logon screen -the system seems to boot to the desktop - displays wallpaper -but no taskbar start button or desktop icons appear . Run task manager - no abberrant processes are running system load is around 40% of cpu.
I tried accessing windows using all user accounts including hidden administrator account - all to same effect.

Booted into safe mode no problem discovered c drive totally full cleared about 300mb of space and tried to run system restore . System restore keeps coming back stating that it cannot restore to any date I choose.

No new hardware or software has been installed recently. I have disabled soundcard cdrom and all peripherals to see if it is a driver conflict to no effect.

Any suggestions ????
