Inaccessible folders

Using Windows 7 pro 64 bit. I have 2 folders both named "Documents and Settings". One on drive C and the other on drive D. When I try to open the one on C I get a message "Access denied". This folder is dated 14/07/2009 which is long before I got this computer.

The one on D is dated 27/04/2010, the date I got this computer but contains a folder which seems to be from my old computer.

Can anyone tell me what thhese folders are? Can I safely delete them? If so How, esp the one on C?

These are there for legacy applications that don't know about the new user profile locations that got changed with vista ("c\documents and settings" pre vista, "C:\users" post vista . Don't delete them
