improper shutdown - running scandisk - windows me

When starting up my laptop, I am constantly receiving a message advising that I failed to shut down correctly and the system begins to run a Scandisk. However, 9 times out of 10 the system has been correctly shut down but the message still appears.

If the Scandisk is left to run, it gets so far through reading a cluster, stops and then goes back to the beginning of the Scandisk to begin all over again.

Any suggestions?
