Importing CSS stylesheets

I have to change a website to incorporate a choice of stylesheets for visually impaired users - all the `import` methods I've read about seem to relate to the initial instance of a site, rather than being choices made when the viewer clicks on an Accessibility link or the highlighted set of A's included in some sites to indicate different font sizes and colour schemes. I've only learned enough web-coding to create a standards-compliant site for the organisation in question - is this CSS importing technique hard to incorporate?
