IE problems

As an administrator on WinXp I can use the web through IE with no problems. When other users who are not administrators go to use IE through their accounts on the pc it doesn't even start. It says there has been a problem and gives the error report message. I looked at the error signature and it says

AppName: iexplore exe AppVer:6.0.2600.0modName:mo030414s.dll

I don't know what this means or how to repair it can someone help me please. It would be appreciated.
