IE History edpn.ebay rogue link

Each time I open my webrowser in IE8 the history shows an item for edpn.ebay (edpn.ebay.com) which if opened shows a link to: http://edpn.ebay.com/engagement?INIT=307132925445|8085331|71063920382266|0|10|0|2|http://www.talktalk.co.uk

if I click the link it opens to something like:

If I delete the item from history it reinstates itself. Can anyone throw any light on this and how to prevent it happening. Is it a virus?
