IE 6 setup problems

I downloaded ie6 from microsoft web site. Installed, following all instructions. When I try to open it a message comes up to set up and install. Just going in circles.
Tried the fix from add/remove prog. Done defrag and scandisc, reloaded win 98, tried ie6 from cd,no joy.
By right clicking ie6 shortcut on desktop and click open, message says "Command line option syntax error. Type command /? for help" If I then click OK ie6 takes about 30 second to open and runs fine,until a link needs a new window, then the syntax error shows again.
Any suggestions please.

Sounds like a shortcut error message but its hard work to figure out. Can you open up Internet Explorer from programs?

Close Internet explorer down and go to "C:\Program Files\Internet Explorer" in Windows Explorer, double click Iexplore.exe and see what happens.
