IE 6 and Netscape is very slow to update pages

I am on broadband, and have been using IE 6 without any problem, but I now find that moving to a new page or following a link is very slow (upt to 1 minute to load the new page). When this happens, CPU uasge is 100%!
File upload and download are very fast, as is my e-mail connection.

Using other programs does not put CPU usage anywhere near 100%!
I have checked my broadband connection, and that is at the top end of what can be expected.

I have tried using Netscape, but get the same results. I have re-installed IE6, but the problem still persists. I have also searched the MS Knowlege base but cannot resolve the problem.
Has anyone else had this problem, and did you solve it.

I have solved the problem....it was Norton Internet Security software that was being over zealous. I have now removed it and everything is now OK.
