How do i use the icalcs command in the vista command prompt?

Im trying to programmatically run such a command from Borland Delphi to set permissions on shsvcs.dll/themeui.dll/uxtheme.dll to create a small utility to automate "Theme Patching" for custom visual styles.

I googled and only just found out about icalcs and calcs? command prompt.

Will this allow setting permissions in vista on files and how to use the command syntax?

Cheers
