HP 930C ink cartridge problem

I fitted my brand new hp51645a black ink cartridge which I had bought a few months ago in anticipation of the obvious. The machine would not accept it. I contacted the HP website and was given instructions to try to overcome the problem. They did not work and so eventually I asked for a replacement cartridge after reminding them of my customer rights. They replied to say that I would receive it 'soon'. A week later it was 'very soon'. A week later I was told that someone would contact me within the 'next five working days'. That ended last Friday. I have since contacted them twice by e-mail with no further response.

Can someone please help me by providing me with the name and address of HP sources that I can write to complain to. I feel that the way I have been treat is diabolical.
