how to remove a 'ghost' account

Before upgrading to Norton Internet Security, I decided to create user accounts for everyone in the house (in Win 98se). NIS installed OK. New accounts not well liked, so deleted. BUT can't delete what was previously the 'master' supervisor account, even though there is no Profile for it any more! This is causing problems logging on to e-mails as it only works if the 'master' account logon is used.
All I want is to go back how it was before, with no accounts at all.
