how to 'ping' and manually enter IP address

This is an extension from a problem I'm trying to sort out here:

I recall once being shown where (msconfig????) to do a 'ping' and where to enter a pc's IP address manually - but I've forgotten. Could anyone tell me? Trying to look into all possibilities. thanks

Start > run > cmd and enter,

Change the directory to C:\ and here

depending on your router, either type or to enter settings. This is a belkin,connection type > static ip > click here

Tried that - it says 'an internal error occurred the request is not supported'. (know it's not me because I did it on mine and it works)

start programs accessories command prompt
ping (ip)

not ipconfig (ip)

e,g, ping

or netstat -n will show all ips connected to you
