Its exactly the same

Use Computer (explore) to open the drive and drag and drop files or folders where you wish

The drag'n drop features of Windows explorer are still available in Windows 7. Simply click on the file in its existing location and drag it to the new location - you will have the option to copy, move or create a shortcut.

The right click menu also has this function together with cut and paste.

Or there is this way if you want to move the location of a library.
