How long does this page take to download?

At times it takes 2 to 4 seconds on broadband, at other times upto 4 minutes.

1and1 (my web host) tell me there is not a problem, so is it my ISP (Tiscali) or is there another problem??

Your slow-loading isn't likely to be a hosting issue, as you've already been told. You may have a particularly tricky contention situation on your particular gateway - a times it's possible for up to 50 other people to be contending with you for available bandwidth. It's not common for the full 50 to be online and downloading at the same time, but it's certainly possible.

The fact that your download speed varies to such an extent would lead me to suspect contention as being in the frame here, although other factors might apply. One of those is certainly your ISP.
