I want to get to Run on my son's laptop, where is it ?

just type 'run' in the start search box

(Windows Key + R)
Also try:
1. Right click Start Button
2. Click Properties
3. Click Customize for Start Menu
4. Scroll down and check RUN COMMAND.
5. Click OK and OK to apply

To add "run" to the start menu, go into Taskbar and Start Menu properties
and you will find that it can be added under "customize" (both classic and
vista style) on the start menu tab. The quickest way to get the properties
dialog up (to me anyways) is to right click the taskbar and select
