I have been advised to do the above (running XP Home) if I want to fully clean my HDD from all data and file structure. Any simple instructions gratefully received. Is this as effective as installing a brand new HDD- will all file date and structure be overwritten?

Do not use FDISK, its old and not for the beginnger.

Use your Windows XP Disk. You'll ned to boot from this disk and you can format and reinstall XP.
