YES BUT AS I SAID WHEN I GO ONTO ACCESIBILITY OPTIONS IT ONLY COMES UP TO EITHER CHANGE CONTRAST OR TO CONFIGURE WINDOWS AND STICKY KEYS IS IN NEITHER OF THESE

turns out i just unplugged keyboard and mouse and plugged back in and its normal again :S
