In Windows XP , right click on My Computer and select properties , under the tab " Remote " un-tick the box that allows remote assistance .

In Vista , go to start/control panel/system , click on Remote and again un-tick the box allowing this , I would imagine Windows 7 is the same .

They can only log in with your permission. Add to that that no-one can tell if your PC is running slow or not. It's a scam.
