How do I highlight desktop icons?

Follwing a recent clean re-install of XP Pro(sp2),could anyone please tell me how I can highlight the desktop icons so they stand out against the background,which is currently a jpeg?
I've done it in the past,but now cannot remember how.
Many thanks in advance,no real hurry because I won't be online again until later tonight.

Thanks Technotiger,apologies for not making myself clearer;What I'm after is to make the backgrounds of the text boxes under each icon a different colour to the text(example a yellow background with white text).Any ideas please?
