How do I get a german letter

on my keyboard. The one I am looking for is the one that looks like a letter U with 2 dots over it.

Open up Character Map and choose the appropriate letter: probably keystroke Alt+0252

Ä = Alt + 0196
ä = Alt + 0228

Ö = + 0214
ö = + 0246

Ü = + 0220
ü = + 0252

ß = + 0223

It is called an umlaut.

The two dots over a letter are called an umlaut - the umlaut can be replaced by typing 'e' after the letter, capital 'E' if you're using Caps.
