You don't need a CD drive to reboot the PC.

I've answered this question recently. If an optical drive is missing from My Computer, Device Manager etc. Run regedit and navigate to registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}. Highlight it and in the right pane, find the Upperfilters and Lowerfilters values. Highlight each one in turn, right click and delete them. Close regedit and restart the computer.

Try Removing the drive in Device Manager and letting Windows find New Hardware and install the basic Windows CDROM driver (all that is needed).

If still no joy, go to Safe Mode. If drive is listed in Device Manager there and not in normal use, then the most likely reason is still incorrectly inserted or loose leads or cables; also check the IDE cable connection to the mobo.
