I have a story to be published in a book and have been asked to expand the title by 1 point. How do I do this?

Select your title, click in the font size box and increase it by 1 point.

Or, highlight the title, hold down the Ctrl key and press the ] key, each press increases the font by 1 point, pressing the [ key decreases the font by one point.

Increasing the font size is usually known as enlaging so it could be that they want you to expand the character spacing of the title. To do this, select the title then go to Format, Font, click the 'Character Spacing' tab and select 'Expanded' in the Spacing dropdown box.
