How do I allow an "exception" in Norton options?

I've had to turn Norton Privacy Control and/or Firewall to "Off" in order to access certain websites. I printed off Symantec instructions to allow an "Exception" in the Norton software options to avoid doing so. As instructed I opened NIS and double clicked on Privacy Control. A message popped up stating "you have insufficient privileges to complete the operation". When I double clicked on Firewall, also as instructed the message was "You do not have the necessary rights to configure the item you have double clicked."

Can anyone advise what this means, and how I can achieve the desired "Exception", to avoid losing my Privacy Control and Firewall, even though only temporarily.
