How do I access/enable fan control?

As the title says, how do I access fan control reliably. I tried to enable Q-Fan controller in the BIOS, but at startup a warning came up which said my cpu fan speed was too low. I still don't know how to actually control the fan speeds therefore.

I tried using Ntune from nVidia, as it claimed it had on-the-fly fan control, which is really what I'm after, as I can turn the fans down a bit when watching a film or somesuch...they are quite loud. However I didn't have access to any fan controls there, the button shown in the screenshot on the website wasn't on my version...what do I have to enable?
