If your on XP go to control panel then date, time, language, regional options. Click on add other languages then click on details which brings you to the settings tab where you have the option of selecting United Kingdom keyboard.

have looked at date time icon in contrl panel but cant find any refereance to language or regional options. I can only find tabs for Date and Time/Time Zone/Internet Time...

You need Regional and Language in Control Panel. Then change to United Kingdom for Location.

I would think if your old keyboard was UK layout and all you have done is replace the keyboard with a new one then it'll be in UK layout already in Windows. Have you tried the new keyboard?
see pca thread click here
You can check (or change) the input language for the keyboard at

Control Panel >

Regional and language Options >

Languages tab,
Text services and input languages click on
Details (to view or change the languages and methods you can use to enter text)
change Default input language to English UK
change Keyboard to English United Kingdom
click on Apply
click on OK
