How can you make a Zoom B3 pedal a USB controller which simulates button presses on a keyboard?

Pretty self explanatory in the title but I was wondering if it is possible to make a USB Device such as a Zoom B3 pedal, which can be connected via USB, to allow button presses to be simulated when pressing or turning a knob on the pedal device.

Any help would great
