If you mean startup then go to start/run msconfig/startup

Use CCleaner click here and in Tools>Startup you can disable programs individually from start up and re-enable if necessary. A little easier than msconfig IMHO.

A read of the link in this posting might help click here on what you can and cant disable.

Use "Start up inspector for windows" it is a free program which will show you what loads on start up from all sources and allows you to stop them from starting. It will also monitor anything being added to auto start and will allow you to allow or disallow them
