how to access internet from shortcut on xp desktop

under windows 98 i had a shortcut on my desktop which took me straight to my isp`s home page (ntlworld). now under windows xp i have to open my isp`s desktop shortcut and then go to start menu and then up to internet express before i can access the internet. this seems a long way round. is there a more efficient way to do this?

Start/all programs, then right click on IE Icon and choose, "Send to desktop as shortcut"
