Homepage problem

My father-in-law is having problems with his internet home page. Since last week every time he logs in to internet he is automatically getting the IE7 download page opening up. We have checked his settings in tools and his nominated home page has not been reset. We have checked which version of IE he is using its IE7. We have tried letting the download process continuing but despite this appearing to happen successfully.he still gets the download page. He is running XP Home SP2 with Spy-bot and AVG free. Also can anyone tell us how to temporarilly disable both Spy-bot and AVG

Spybot isent running until you start it,dont know about AVG,i assume you can click on its icon in taskbar.Dont be online without your antivirus and firewall running though.
