I have a desktop PC running win98se and my son has a laptop also with 98se the desktop is connected to the net using NTL's 150k broadband so to cut down on the arguments amoung the kids I decided to network the two using a hub and the desktop as the gateway.
The trouble I have been having is that both PC's show up on the network and I can swap files and everything within the home network, but when trying to connect to the net with the laptop it only works rarely.
I have setup ICS on the desktop but I cannot understand why it only works sometimes.

Any firewalls installed, especially good ol' Zone Alarm on the host?

Used to have Zone Alarms but now we have uninstalled we are still having trouble.
