Well - yes and no.

You always have an IP, and the system that you are talking to and is talking back to you necessarily must know it.

However if that system is a proxy server/anonymising service then that can hide your actual IP from the rest of the net by presenting a false one that they provide.

True anonymisers deliberately don't keep a record of the correspondence between your actual IP and the proxy one they allocate to you.

It's not so much a program - it's a service on the web (though it may inviolve a program).
