Hidden drives in Win7

By default Windows7 hides all removeable media drives when they are empty.
It should be possible to override this by going to Tools\Folder Options\View and unchecking the box labelled Hide empty drives in the Computer

But it doesn't work (DVD and card reader still hidden until a disk or card is inserted.)

Please, does anyone have any ideas what could be the cause. All drives work properly and have no errors in device manager.

My empty/unused drives all show ( Win 7 Home Premium ). They just show as empty when I click on them ! Not sure why yours should be different.
