HELP - System Rersources

I have recently been receiving the message " Your computer is running very low on available system resources." At that time PC had only 128mb of RAM installed. Checking the System properties screen I was being advised that I only had 40% resources free ie therefor around 60% or 80mb of RAM being used.
I have since increased RAM to 384mb assuming this would cure. While it has improved I am still confused with the info I am seeing on the System properties screen. When the PC starts and still sitting at the desktop the System properties screen indicates 40/45% free system resource. This suggests that before opening any programmes the system is utilising some 60% of 384mb resource ie 230mb which is almost twice the total previously installed. Any ideas.
