I am using Windows XP SP2. For some unknown reason when I click on Help and Support a message appears stating that it is not running and should be started. Can anyone advise how I should start it please? Thanks.

Try this, in a Run window (Windows key+R), type services.msc and press Enter. Scroll down to Help and Support and double-click it. Click the Start button in the dialog box and change the Startup type to Automatic
