'Help and Support' problem

For some reason I'm getting an error message when I press 'Help and Support.' The message says, 'Windows cannot open Help and Support because a system service is not running. To fix this problem, start the service named 'Help and Support.' I've tried to get into system areas via Start>All programmes>Accessories>System Tools.
Am I in the right place? Thanks for your anticipated help!

Start, Run, type

services.msc

and click OK. In the Window that opens double click on Help and Support and make sure the service is started and that the startup type is set to automatic.
