Help & support doesn't run from start page!

When I try to access the help and support button from the start button I get the following message:

"Windows cannot open Help and Support because a system service is not running. To fix this problem, start the service named help and support."

Any ideas what's wrong? I've put the helpctr.exe back into the registry and rebooted! Also my msconfig doesn't work from run.

What's gone wrong?!!!!!

Have you got the 'Help and Services' option enabled in the Services menu?
Control panel > Administrative tools > services

Start, Run, type in

services.msc

and click OK. Is it listed there?

Nope its not listed there!!! My msconfig doesn't work from run either! Could it be a linked problem?
